This really nails how zoning laws backfire on their supposed goals! The fact that I'On had to eliminate all multifamily housing because of political pushback shows how "democratizing" land use can actualy prevent the diverse, affordable communities everyone claims to want. And then the irony is developers get blamed for the very outcomes that zoning forces them into. The donut strategy is such a perfect metphor for how cities design themselves into car dependency.

Long-range plans are only good as the decision makers charged with implementing and monitoring the vision, goals, and action items in those plans. There are many leaders that fail to consider the public good.
