The catch is, shiny objects are easy for small, politically effective groups to support so they get attention. We're in an age that systems are getting dismantled in general which means not only does no one care, but the inertia is going the other direction. Small, agile, loosely connected sub groups are the new dominant players. If you want the infrastructure surrounding these shiny objects, you'll need to activate these same groups. It may seem easier to get the rational policy solution, but wholesale systems aren't working anymore.
